A 20m/year contract would be highway robbery, honestly, to the point that I'm not even sure the Chiefs would lowball Tyreek that much. He's a Top 5 receiver that you could argue is the 2nd most important offensive weapon on the team aside from Mahomes himself. He has to get at least 25m/year.
What wouldn't surprise me is the Chiefs offering a 5 year contract, though, to give them flexibility. Like a 5 year/125m contract, whereas Tyreek is demanding a 4 year/100m contract.
I'm convinced that's what cost them Mathieu, who wants another 3 year contract but the Chiefs clearly prefer longer contracts that give them more flexibility.
