He also knows that Buffalo can score often and quickly. Josh Allen is a closer in that offense. Even though the D had held up pretty well, its crunch time and he knew they would not be able to stop Buffalo with the game on the line.
Playing for the tie only delays the inevitable, he had to play for the win there.

I also think that the INT made a bigger difference than is probably obvious. When you go for it, you expect that the "fail" outcome is that the Bills get the ball on their own 2 yard line and need to drive ~65 hards for FG try. That's always a tough hole to get out of. Instead, Jackson tosses up a duck, and the Bills end up with the ball at the 20, only needing ~45 yards.
