Was playing some pickup basketball yesterday and had this idea inspired by it. Obviously in pickup we call our own fouls, and you do it when you feel it's egregious enough to merit getting the ball back. A few idiots in a basketball gym is not the same as millionaires playing for their livelihoods, but we do know that QBs need to have the respect of their locker rooms, and of course if you're a gigantic crybaby you're going to risk being an appealing $$$ brand. So perhaps that would have enough of a check on any impulse to call RTP any time they incomplete a pass. (Of course there would have to be a requirement that he have to get hit to the ground or something. I'm not a legislator.)
Maybe the "eye in the sky" can negate RTP from being called in the last two minutes of the game, and therefore leave that up to referees. I don't know.

Did you see Carr after his two receivers wiped each other out? He's making the flag throwing gesture when he was getting absolutely blasted at the time. He had no earthly idea but he didn't care - that didn't stop him from just begging for a flag.
QBs would be GIANT bitches but they'd do it at critical stages of the game.
