If the kit is C.A.R.B compliant, most aren't, and less and less companies are doing nowadays as the cost and trouble for such certification makes it difficult, especially since it's only for California residents. Most companies just opt out and don't bother especially on their newer products.
And of course CARB compliant means much more in cost to the customer.
The loophole is that you "can" modify the forced induction systems on cars that were originally equipped with superchargers and turbos.
Now you're not SUPPOSE to, but you can get away with it so long as the car still clears smog and visual inspection.
But if the smog tech lifts the hood on a N/A Dodge and you're running forced induction with no CARB compliance number it's an automatic fail.
