Pretty much, yeah.
But again, here's the thing: They talk about wanting to eliminate head injuries and then they tell DBs "oh by the way, if a 300 lb dude is running at you with a head of steam, we're taking away the only thing you could've reasonably done to protect yourself and stay in the play...."
It's just a terrible rule. It was poorly considered and is even more poorly enforced. It was just reactionary horseshit by a league that's made an art form of it to this point.
