Check it out starting in 2000, I don't care. It still comes out that most teams lose when they get that far out of whack between running and passing. The fence appears to be about 35% running vs 75% passing. Passing more than about 75% of the time usually leads to losses.

Stats have also shown that teams who run the ball on 1st down fail to get a 1st down more on that series than they do if they pass it.
Why we almost solely run shotgun on 2nd and 3rd and short I will never know. 2nd and short is a free play to be max unpredictable and open up a huge huge play potential or just get an easy 1st down if you choose to run it.
