The amount of $ involved here is staggering. The logistics are staggering. Making the wrong decision could very well end up costing the league a tremendous amount of money. Risk analysis and avoidance = NFL's apparent paralysis in this scenario. It's not a surprise... this is an extremely rare occurrence with massive implications.

The NFL is judge, jury, and executioner. They care about public perception and the brand more than anything else, and they have carte blanche to make this decision. And if you think having an extra week to play Bills/Bengals and starting the NFC WC games alongside it while the AFC games start the following week is something the fans don't want to see, you're crazy.
To say the pandemic affected all parties? I mean, did it? If there were 3 games canceled during the season that needed to be played in an extra week to determine playoff seedings, would that have affected every team in the NFL? Not really.
