I think that's the fairest way to approach things without turning everything into a scheduling cluster**** or totally screwing one team.

Of course you'd choose BYE over the #1 seed. There's a good likelihood the Bills lose one of their first two playoff games before even facing the Chiefs. Same applies vice versa. The BYE is more important than having home field against an opponent that might not even make the AFCCG.
This is especially true because the Bengals are a legit contender. Someone has to face them in the Divisional round.
