You can't let the teams or players have input on this, because they don't necessarily have the best interest of the sport in mind. The league office exists to protect the sport.

Come on. This isn't going to become a regular thing. Coaches and owners would be absolutely excoriated. Players would lose respect for their organizations and that would have longer lasting adverse impacts on the team. And there's value to getting tape on second and third string guys in actual NFL games action.
The good teams already sit their starters to get an effective bye. And any owner sitting his players to save a single game of payroll or to reduce the chances of incentive bonuses hitting would be run out of the league.
There is a pretty obvious self-correcting mechanism here that woudn't allow for this.
