That was the second time he grabbed him. He also grabbed his jersey as he's getting out of his cut. It was 100% right call.
I also don't like the thought that you can't call that penalty in that situation, because that line of thinking is why guys are tackling receivers on Hail Marys. You're giving a huge advantage to the D if you don't call penalties on them because it might determine the game.
