In some places, one person's property (a fence, a utility line, a driveway, etc) on another's over a period of time constitutes an existing "de facto" easement and is grandfathered in.
How did you find out his line ties into yours, how long has it been like that, what is it to you? Are you just wanting revenge for him being a dick, or is it something else?
Did he try to sue you for the dog or the collarbone? Did you at least bring him a one-handed treat afterward, like a ice cream cone or corndog?
If you have to live next to the guy for a long time I would suggest not starting a poop war.

Plus the city advised me that I can do either, accept what is already in place and work out an agreement with him or have him install his own line.
