I asked this same question in the game thread because seems to me that would be a TD but understand also after looking at the still replay why they ruled it not a TD.

So how do we reconcile this: he wouldn’t be granted a catch until he survives the ground. So why is he ruled down once his knee hits (ball short of the goaline) before the he completes that act? Loophole @ProFootballTalk pic.twitter.com/xtsSBqNbfP
