Part of it comes down to cost. I think that like Tyreek they had a number they wouldn't cross for Chris. I think this is turning the same way the Tyreek saga did. A "good" offer was extended but the player wants to chase a vastly overpaid player that can't justify his contract (Davante for Tyreek, AD for Chris).
This is just my opinion, but based on evidence I think 2 things are happening here:
1. Veach tried to get Chris down but he'a adamant that he wants $30 million year. Veach knows that isn't happening.
2. Veach has pivoted to Sneed, who is younger, cheaper and will help lessen the blow of losing Chris (elite coverage will help pass rush).
Also keep in mind that the only player Veach has paid that is over 30 is Kelce, but Kelce rocks and is on a very team friendly deal that's half of what Chris wants.

His cap hit is 27,000,000 this year so the idea that Veach won't pay 28 or 30 is not borne out by the contract he has.
To me the issue wasn't the cap hit. Veach was fine with paying his best defensive player market value. It was the length of the deal. Veach wanted shorter and Jones wanted more guarantees.
If Jones is willing to play for 2 years at a similar cap hit I think he stays.
