Doesn't change the fact that these folks were incapacitated. They couldn't even recognize the front from the back door or even get to their cars. How are they going to recognize a nasal spray and use it? But to your other question no I've never seen a Narcan kit. When you call it a kit it sounds like there is more to it than a nasal spray. So now I know.
