People hear meniscus and think it's no biggie, but if it's a full repair it's at least a couple months typically. If it's just cleanup (debridement) then that's when you hear the cases of guys coming back in just a few weeks. After 4 of them I'm kind of a reluctant "expert".

That's why I think it's more than they are saying.
I had a meniscus repair, and I was walking 36 twice a week within 7-8 weeks.
I then had surgery to repair my other meniscus, and when they got in it was basically gone, so they cleaned what they could off, and I just don't have a meniscus in that knee. After that surgery, I was back on the treadmill at the gym, and walking 36 once a week, in about 9 weeks.
I know that's not football, but a professional athlete, with access to the very best surgeons, trainer and rehab specialists, etc. should be able to recover at least as quickly.
Even if he was out 2 months, that would still only be 4 games. If he was truly going to be their starter, and they are at least 2-2, why wouldn't he come back?
I don't get it.
