Some people do that on purpose, regardless of the economy. You can count me as one of them. Back when I was on a food budget and shopped at Aldi's, I always left a quarter in the cart for the next person. You can label it as "paying it forward" or a "random act of kindness" or whatever. Interesting, as I hadn't seen it before with Aldis. The Mrs. kind of echoed your take on it as well when I told her about it.
We only recently, the last few years, started doing some shopping there as they often have a better selection of produce than the other options.
My previous trip, a lady wanted my cart when I was leaving and handed me a quarter to take it.
