I think there are a lot of moving parts. I can be wrong here, but I recall that it has to meet 3 criteria in order for it to qualify. The referee cannot see all the field and has to confer the other officials for their assigned area.
1. In the tackle box.
2. Did not get pas LOS.
3. No receiver in the area.
But I can be wrong here.
