I am going to have to say "feh," here...
It is exactly that “my situation is special” that causes the problem in the first place.
"I need to be in contact 24/7."
"My daugher might be injured."
"My wife is in labor, but I really want to see this movie."
"My drug dealer might call, and I am jonesing, man."
"It's only a minor annoyance to you."
Having a cell phone does not mean you have a right to use it when and where you please.
If the owner of a theater wants to allow cell phone use during the movie, then I will exercise my prerogative as a consumer and avoid that establishment. I do not have a special right to overrule him/her and demand that cell phones be banned.
If an establishment installs jammers [and I wish that every single establishment in the United States would do so, but that’s just me], you are free to take your business [and your rude, inconsiderate behavior] elsewhere. Please do.
