I mean, what if these special ed kids really did stab and hang the other student? The school would get sued into oblivion for not taking action. Or the other kid's parents might try to make a quick buck and sue these other kids for intimidation, emotional distress or some other ridiculous grounds. Yeah, this is dumb, but the school has to protect itself from the ridiculous legal liabilities that exist today. I probably would have reported it if I had been the principal... not had them hauled off in cuffs, but I would have reported it, both to protect myself and to have someone find out if there really was a danger.

One more reason to privatize schools. We have to do something about our legal system though it's become a behemoth that is way too powerful and costly not to mention being out of control. I am not sure where you even start with something that has become so big, powerful and self serving.
