I haven't played '06 yet, but I'm still willing to be that NCAA 2004 is the best college game out there. It doesn't have the great atmosphere of '05, but the gameplay is great (minus the OLB flaw).

If you can't afford '06, I'd highly recommend buying '04..... you can probably get it for like $10, if not cheaper.
