In a free and open society, you cannot prevent this kind of thing. The only way for a free society to discourage terrorism is to make the retribution so overwhelming that terrorists are not willing to pay the cost.
If you are going to back down if the trail leads to China or Russia or a multi-billionaire, you might as well save the rhetoric and just hunker down.
Let me be clear: I do not want war with China or Afghanistan or Yemen or any other country in the world. But I realize that if you are [u]not[/u] willing to go to war with any and all countries harboring terrorists, you are impotent and should save your resources for rebuilding and burials.
This is where we will fall short, IMO. We are not willing to make enemies of the entire world if that is what it takes to keep our people safe.
