I am not talking about the cannon fodder who fly planes into buildings. I am talking about the brains and money behind the scheme.

And perhaps I have not been clear about "overwhelming." The price must be set so high that no one is willing to carry out a terrorist attack. I am talking about killing in mass numbers, salting their fields and burying their dead with pigs. The terrorist planners must blanche in horror when they imagine raising arms against American citizens. If we [u]truly[/u] want to ensure that terrorism ends, we must be ruthless and terrible in our retribution.

Easier said than done? Of course. But it can be done if we have the will to endure the consequences.
