I suspect this will come out in favor of telecommunications' companies. Thnk about it...they have an existing self interest with lobbyists. On the provider side, the current big sites will get an advantage b/c of better speeds vs. other sites. The only harm will be done to the small fry and non existant startups in the future.
HELLO....the political force will marshall on the side of the existing interests.
