Actually, that probably doesn't mean anything. The "upload" speed is the speed at which you are sending out information to others online. The primary stream will probably max out your upload speed, because it's been listed on a national website and probably has TONS of people on it. The "backup" stream probably doesn't have as many people on it, so you probably won't be uploading very much.

Aha, I see thank you very much for the explination. My upload is ushually 800kb/s to the US, 28d/10u mbit/s connection. One of the perks of living in Sweden.
