I have caught woman looking at my crotch before. They do the same thing I do when I want to check out a woman. I'll look far to the right of her , then move my line of sight to the left of her, as if something just caught my attention . This allows me a good look without her noticing .
I don't believe woman are really intentionally sizing up a man when they're looking, they just do it on instinct.
