KU has an exceptional urban planning department - in which I'm currently studying. Good overall environmental science/policy program, too.
I'd say all three schools listed have their particular strengths (KSU and WSU both excel in aviation and engineering, KSU has a great veterinary medicine program, architecture and landscape architecture program, etc.), whereas KU has the best selection of well-ranked graduate programs, such as education, public health, urban planning, journalism and social welfare. KU, like KSU, also has a very strong undergraduate architecture school.
