its not chains its tieouts(flexcord w/ hitches)
you can show your gamefowl and its not illeagle to own them. LA is the only state that is OPEN. there are other states where its not open but theres no specific law against it.
what is highly illeagle however is interstate transportation of animals used in animal fighting/baiting.
