13 months, 28 days each + a 1-day holiday at the end of each year. Every fourth year, the holiday is a two-day holiday, making everyone even happier. The only two downfalls I see to this.
Your birthday would always be on the same day of the week. Being born on a Wednesday, you'd always have your birthday in the middle of the week. You'd have to decide if you wanted to go out the weekend before or the weekend after in order to celebrate.
Oh, and the name of the 13th month is pretty lame.
