Both the population and the crime rates are very comparable between KC and Hampton Roads. The difference is that KC is extremely segregated so it is easy to live in a bubble and pretend that the crime doesn't exist. Hampton Roads is very segregated so you have million dollar houses on Ocean View 2 miles down the road from $50k houses and weekly rental properties.
White flight is more dificult when there are only 3 main highways and you are surrounded by a Bay to your North and the Atlantic to your East.
