White flight is more dificult when there are only 3 main highways and you are surrounded by a Bay to your North and the Atlantic to your East.

And if that's what moving away from high crime, low property value areas is called sign me up. Why would someone live in a place that's run down, crime ridden and poorly managed on purpose?
