You can leave downtown KC and head east, and it is suburbs all the way to Oak Grove. Do you think the average family income or school quality is better in Grain Valley than it is in Grandview? It isn't, but it is a lot whiter out there. We used to live in Raytown, (KC but Raytown schools), three houses owned by white senior citizens and were sold to black families. Immediatly our neighborhood was "going down hill".
We moved up north (still in KC limits), and the first neighbor I met 10 minutes into our conversation showed me where the black familes lived. You can pretend that race is not a motivating factor when moving away from "bad neighborhoods", but you will be lying if you do.
