I'm sorry the study is drawing conclusions based upon statistics from the DOJ
"Department of Justice statistics have consistently indicated that about 80 percent of violent crimes are intra-racial while about 20 percent are inter-racial. An examination of those inter-racial crimes shows that black-on-white crimes of violence occurred over seven times as often as white-on-black crimes of violence over the first 20 years of the NCVS. More recently, the frequency of black-on-white violent crimes has become more than 10 times as prevalent as white-on-black violent crimes. This difference is accentuated by the fact that whites account for nearly 75 percent of the population while blacks account for less than 13 percent.....It is obvious that hate crimes constitute only a fraction of inter-racial crimes......one can see the proportion of white-on-black inter-racial crimes that are also bias motivated (hate crimes) would have to exceed the proportion of black-on-white inter-racial crimes that are also bias motivated by a ratio of over ten-fold in order to conclude that the former are actually more prevalent than the latter."
