If Nascar feels that its time to stop a race due to rain or debree or whatever, they will throw the flag. As soon as they throw the caution the field freezes immediately.
It wasnt always like that though. It used to be the first person to crosss the start/finish line after a caution was thrown, but the problem was people racing to hard and cuasing way to many accidents. It was a good rule. I like car crashes as much as the next person, but you cant put the driver in any worse danger then they are already in.
