the controversy apparently was that Bowyer and Johnson (and many other racers) felt that Biffel had run out of gas, as he was coasting and losing speed. The rules say you must keep up with the pace car, and Biffel was not, thats why they passed him.
Nascar rules state your car must be under power when crossing the finish line.
