He absolutely could have, don't give him a pass on this.
Dayton shot his wad on inferior players.
Had he had the resources to make a strong offer 2 weeks ago, when the Braves were chasing Peavy, it would have been closed by now. Instead he had to clear payroll and/or go panhandling with Glass and his window shut on him.
I don't imagine the Hudson derby will turn out any differently.
