Well, apparently this is true. Just heard on the local news radio station (obviously no link) that Phelps acknowledged it and publicly apologized.
My thoughts? This kid has done nothing but train, train and train some more his whole life. If he wants a ****ing joint now, more power to him.
And I'd like to kick the shit out of whoever took and sold that picture. What a lowlife weasel scumbag.
