If Walter is right about William Clay Ford being cheap and trying to get a quick turn around with his money, I could very easily seeing Detroit trying to follow the Dolphin "plan". Draft a LT #1 and get a veteran QB.
For one thing, QB's cost more at their draft slot than other positions. Also, Miami set the pay scale by the contract for a LT last year. WCF could negotiate based on that contract plus some percentage increase.
I doubt they would stick with Culpepper, but I could see them go for Cassel or DA via trade, once they had their LTOTF. They still have Kitna and Orlovsky, too. Orlovsky appears to be the Lions version of Thigpen and a lot of fans seem to think he would do well with a better line.
Not saying this is what I would do but I do really think it is something the Lions could do. I am hoping they go that route.
