A joke? Have you seen the other performances? Look, if I had an Oscars vote, I would have voted Rourke for Best Actor BUT only barely ahead of Sean Penn and Frank Langella. Penn and Langella were crazy-good in Milk and Frost/Nixon, respectively. Richard Jenkins was also pretty damn stupendous in The Visitor; in a weaker year, his performance would have been good enough to win the statue.

Each of the non-Pitt nominees for Best Actor turned in performances worthy of the Oscar. Penn winning was most certainly not a joke.
