XFL was working fine at the box office, it was freaking reeruned to put it on primetime on NBC that was what killed it. Also not having a NFL affliation hurt it IMO.
I think a Spring Football League would work in the US if the NFL is behind it. NFL Network needs programming and what a better way than have it in the next potential markets for NFL teams. I used to think a 16 team with 2 team affliation was the way to go but I think a 10 team would be the best:
West Division
Las Vegas - Arizona, San Diego, Chicago
Memphis - Tennessee, New Orleans, St. Louis
Portland - Seattle, San Diego, San Francisco
San Antonio - Dallas, Houston, Kansas City
Utah - Denver, Green Bay, Minnesota
East Division
Hartford - New England, New York, New York
Louisville - Cincinnati, Indianapolis, Cleveland
Norfolk - Baltimore, Washington, Carolina
Orlando - Miami, Tampa Bay, Atlanta, Jacksonville
Toronto - Buffalo, Detroit, Pittsburgh, Philadelphia
