This is a complicated thing.
The first caveat is that people who are insecure will often see other individuals as arrogant because they're intimidated or threatened by them. So sometimes perception and reality don't mesh.
As far as it goes for me, I think confidence is quiet and strong. Whereas I see arrogance as more narcissistic, usually a sign of some underlying insecurity. Overcompensating. People who are really, truly confident don't generally need to tell everybody how great they are. They just are, and other people recognize that.
I think in some ways it's like respect. People who deserve respect don't usually need to advertise or ask for it.
