As far as it goes for me, I think confidence is quiet and strong. Whereas I see arrogance as more narcissistic, usually a sign of some underlying insecurity. Overcompensating. People who are really, truly confident don't generally need to tell everybody how great they are. They just are, and other people recognize that.
I think in some ways it's like respect. People who deserve respect don't usually need to advertise or ask for it.
