I think I was watching a game where a starter had to leave after 4 innings due to injury, but had the lead...and one of the announcers said the official scorekeeper could give him the win even though he didn't pitch 5 innings...is there something in the rule book for that?

Say a guy guys 4 scoreless to start the game...and his team ends up winning 2-0 or something...(and they were winning when he was taken out)...is the scorekeeper mandated to give the W to the pitcher who pitched the 5th inning?
