I've been married almost 15 years and *I* can tell you this chick wants to screw. The only question is are you going to be the guy who's around when she decides now is the time or are you going to be waiting to text her?
Invite her over tonight. Not tomorrow night. Not Saturday. Tonight. Before she decides you aren't interested and hooks up with some douchebag. If your friend is still in town tonight then invite them both over for dinner "so she doesn't have to leave a mess and can get her things packed." After dinner turn on a movie or something. Your neighbor will need to leave and the other chick might stay behind 'to finish the movie'.
I wouldn't worry about ruining anything with your neighbor. If she was that interested in you she'd be dating you, not some other guy.
Don't be a dick, but show her without a doubt that you're interested. She'll do the rest given the opportunity.
