You'll pick a team and add to their roster all players (rookies and veterans) not already on another team. You'll evaluate them for a week or so, and then finalize a 53-man roster from your rookies, veterans, and remainders. All others will be cut.
You can also make trades with anyone on your roster, so if you want to trade some players before you make your final cuts, you can do so. These players can be anyone on your 70+ man training camp roster.
I'm going to make a call here and add this as a new rule, based on the feedback I've been getting:
In addition to your 53-man roster, you can put two people on "reserve", which means that you can't use them this year, but you will hold their rights for next year. These two can be rookies that you don't think will contribute right away, people who are out for the year, receivers who need to be punished for something, or anything in between. The key, though, is that you can't use them in your lineup this year.
There were several other suggestions about doing waiver drafts and other ways to make final roster changes, but I'm going to have to say no on those right now. My rationale is that we had 33 round and a remainder round, so the rosters are pretty well optimized already, and I don't see another couple of rounds of picking making a difference. Also, by not cherrypicking additional players now, hopefully it'll give us the seeds of a good free agent draft next season.
