I think Cassel is a QB whom a team can definitely win with, but he'll never get into the "elite" category.

His accuracy is fine. It's just his long-range accuracy that needs work.
I don't know when playing under center become such a big "make or break" criteria. There aren't questions about his ability to play under center like there were for Thigpen. Cassel's done fine playing under center and he's taken several snaps under center this year. His footwork is fine. Everything is fine. He just needs more reps. It just so happens that his protection wasn't nearly as good as people thought--even Brady is struggling to get protection this year out of NE's line.
The only thing that I think he needs major work with is getting rid of the ball quicker, but that's something he improved on markedly over time in New England. And given how quickly he was hit, it was pretty remarkable that he was able to get off as many passes as he did in Philly.
I haven't seen anything that suggests that Cassel can't be a top-tier QB with time and a better supporting cast.
