That tells me that Rogers has been in that system and with his receivers a lot more than Cassel has. Familiarity with his receivers and knowledge of how they run their routes will lead to a higher degree of confidence in terms of getting them the ball.
It also tells me that GB is leaning more on Rogers because they, remarkably, have a worse running game than the Chiefs. (#22 versus the Chiefs at #18.)
It also tells me that the Packers have played against the following teams, which have their defensive rankings listed:
Minnesota: #1 sacks, #18 defense, #12 passing
Chicago: #3 sacks, #14 defense, #23 passing
