To the original poster, when you say you get random commericals/ads, are they occurring when you search for movies and such? If that's the case then you have malware most likely a variation of the vundom (sp).
Now the voices over the internet could be a caused by a nasty virus, or somebody nearby playing Dress up as a Cop.
My recommendation is that you either install linux, or only use Windows when not looking at p0rn. LOLz
