That "video" was shot in high-def, probably with the Red camera. Someone extremely skilled in Final Cut Pro or Avid edited the video. A very good cameraman and director of photography shot and lit the scenes. Another (if not several) VFX artists obviously contributed the aliens, their ships and the explosions.
The $300 was probably the permit fee for shooting in downtown Montevideo.
It's an impressive piece of work and the director/creator is clearly talented. But $300?

I was thinking the same thing. The permit would cost more than 300 bucks. Getting the licensing to that soundtrack would cost more that that
