I don't think that Bob Dole placed an IP ban on him originally, and just banned the RoR account. The bet wasn't officially over since there was another week left at that point.
Bob Dole just "banned" RoR since RoR said he didn't want to be associated with this place anymore in his "Enough." thread, so he just helped him out.
