Right now I'd say, and I discussed this with MTG (I believe), that Romo's improvement is due to the fact that he isn't making what MTG referred to as "No look passes".
He's been Favre-like in the past where he tries to make plays by trying to fool defenses by not turning and looking directly at the receiver he's throwing to.
By actually turning at looking at the receiver, he's cut down on the mistakes.
